The headlight doors on a 1979 Mark V I'm considering work, but only if you lift the hood and disconnect a vacuum line on the driver's side of the engine compartment. Is this difficult to fix? Any ideas?

What do you mean "the work"? Do you mean open?
Headlight switch should release the vacuum that opens the doors. Start there.
Seriously, the headlamps are pretty complicated, but ultimately, the switch either feeds vacuum to the top of the actuators to open them or to the bottom to hold them closed. There are springs inside the actuators that also push them open in case of total vacuum failure.
