Yeah, you're right, i have to remove heads. Even i could relief those valves, i'll bet valveseals are bad. Better to take heads off and do this properly. Previous owner said he had rotated engine time to time, but...

Removing valve stems seals does not require removing cylinder heads. (Unless you want to)
It does require two tools.
A valve spring compressor and an adapter to go into a spark plug hole to connect shop air.
Remove all spark plugs and insert this adapter into the first hole. (Get the correct adapter for the spark hole) Then connect compressed air to the end of the adapter. (See adapter in the link)

Once the air is introduced into the cylinder the crankshaft may move. If it does it will be a rather swift movement. Make sure nothing is by the radiator fan and belts
Remove valve cover
Remove rocker arm
Connect valve spring compressor (See picture) and fully compress the valve spring. The valve will stay standing because the compressed air in the combustion chamber.
Remove keepers
Remove compressed valve spring with compressor still attached
Remove valve stem seal or what's left of it
Install new valve stem seal
And reverse the removal process for the valve spring

From what I can see the cylinders still show crosshatch machining.
If the oil usage was next to nil and/or the compression was good, nothing to see here. Move on to some other area that needs work.

Today i bought an intake manifold for 4bbl (Edelbrock Performer 400). Have to buy carb too, any suggestions?

I'm strugling with electrics... I got wipers working, they even returned to parking position. But washer pump did not get power from switch. So i took switch of to take a look.. Now wipers are off. And pump still no power. Damn, i hate these working/notworking issues.

I decided to add extra button for washer.
Got new actuator.
And new signal swich, replacing this
