Can i swap a 1964 radio in to a 1961?

Not 100% sure, but don't think so. Checked my part sheets and couldn't find the radio. The 61-63 has a cluster dash and the 64 has the new dash design.

No it wont swap. 64 has different faceplate dimensions altogether different from a 61

I would say that, if Steve says definitively that it will not swap in, then it won't swap in, not without significant mods to the dash which would probably make the whole interior look ghetto. That's the problem with radios back then: They were designed in all odd ways to fit only one kind of car for a certain number of years. I even have that problem with Frankenstein: Although the radio is the standard two-shaft configuration with the face between the shafts, the span between the shafts makes it impossible for most radios with the same configuration, stock or not, to fit without chopping up the dash. My only option is to find an aftermarket brand with shafts that can adjust to 6 & 1/4". Luckily, I found one from Sanyo, and it looks very good in place, like it belongs there. The filler panel I concocted helps a lot with that, too; and there was no dash-chopping involved.
But I digress. You'll likely have to chop the dash to get that radio to fit, and even then it may still look like it doesn't belong.

And if the 64 radio is as big as I think it is, it will cost you more in both time and money to modify the opening of the 1961 Lincoln to accept the 1964 radio.
If you are up for spending the time and money to do that it would be a good thread on modification. Because it does not look like a plug and play.

top pic of 1961 radio is incorrect. Here is correct 61-63 radio. Only a 61-63 radio will fit without mods. A 1964 radio will not work. I am positive of this, as I purchased a 1964 AM/FM to put in my '63 several years back and it would not work. I sold it and got correct 1963 AM/FM that was plug and play.
