Maybe your headlight switch is either going bad or you might have a loose/bad connection somewhere between the headlights and switch?

Does the car have the auto-dim or sentinal features? A 79 TownCar and a 78 Mark V I own need these options turned off or disabled to prevent the lights from doing unusual things.

If they cycle on-off on-off, could be the headlight circuit breaker tripping and resetting. One of our board members had this problem (on an older car) after using newer headlights that drew more current.
