I think your best best is removing it and taking it to an upholsterer and having it recovered. If the cover substrate is rotting, find an upholsterer who can fabricate a new one and just transfer the hardware.
I doubt you will ever find an NOS replacement.

Agree with Dan. That can get be fixed easily. The hard part is getting it out of assembly so that you can take it with you.

I am not looking for NOS. My interior guy can colour match the material for me from an existing donor.
The problem, and sorry for not being more clear, is that there used to be a leak from the former owner and the frame around the panel has rotted away. It crumbles in my hand if I try to slide it.
