Christian Paul Customs make re-pop fiberglass ones. They aint cheap, but neither is a factory original. (if you can even find one) They have a website with pix and prices.
BTW- unless your b-pillar has been removed, your 1964 is a sedan, not a hardtop.

Seatbeltpros.com has everything you need for correct style seatbelts. Latches, colors, lengths, hardware, etc. Great products. I installed belts in my 63 sedan and was very happy with results. I dont know if 65 had Lincoln star logo or just aircraft latch style, so this may not work for "factor...

I added a 1960's Ford truck flasher set-up to my 1963 Lincoln. This is exact set-up I used. Dont know about later years, but on my 1963, it goes to a junction block under the battery tray and then down to the frame from the junction block.

I think you're right. I looked at mine even closer and they look like yours. I can find nothing on the hood latch in the 61MM or the 62-63 supplement that talks about it. Maybe try some random searches here. You may find a post where someone has removed it to repair a broken release cable. IDK? mayb...

Two tiny hex set screws on underside.
Loosen them, reinstall handle, tighten set screws.

I also have stock aluminum drum brakes and have no problems with them. A dual master would help, but if you have speed control option, as I do, this is a no go, unless you delete the speedostat. No happening for me. I just keep up on regular maintenance on brakes and am fine with drums.

Ebay may be your only source. I acquired mine there many years back. I've installed 65 bezels on my 63 and think they look fine with the styling of the 63. I also fitted 64 front/rear rocker trim, to complete the lower body trim throughout, as the 63 has only center trim. Ultimately, it's your ride....

I'm running 1976 Mark deep dish wheels on my 1963. They are 15x6, 5x5 w/ 4" backspace. My tires are Diaomdback 235/75R15
Zero issue with rubbing, but this backspace is max, I think you could go without clearance issues.
