Mine only went to 3/4 full.
Changed instrument voltage regulator & gage goes to full.
Check instrument voltage regulator behind instrument panel.
Shop manual will tell you how to check it.

The VV`s were JUNK. I had one @ had all kinds of problems.
Replace with a Holly.

Check at the sending unit on the tank. The rubber may not be sealing very well, may be dried out.
