I don't think it really matters if the windows didn't have a frame or not. Lincoln never built a hardtop sedan in the 60's on up as they all have a center post. The surging could be uneven or possibly one of the two carb floats sinking of being saturated. Fuel is not being metered evenly hence the surging. Clean out the carb. Inspect and test the floats.
