They’re part of the folding top mechanism, Convertibles today may still have them but they are on the inside of the top material not the outside.

No 58-60 is without problems at this age. All are hard to find parts for and pretty much a restorer's challenge.

If the vacuum actuators to the headlamps are rusted on the bottom, you could have a pinhole leak. Clamp and isolate each lower vacuum line near the motor to see if you can isolate the leak. Do the same with the vacuum tank.
