Alright. I should note that the leak down test as I performed it did not include the T check valve.

Acceptable booster leak down '64

What is the acceptable amount of leak down when vacuum testing the stock brake booster? I mityvac'd down to 20"hg and it dropped to 5"hg in exactly 6 minutes.
The pedal seems to drop some normal amount when 18" vacuum is applied. Video: https://photos.app.goo.gl/xQP742XBxfWRNEGUA

Just a note to say the situation is resolved. I'm unsure why the filter bowl seemed to be draining back, but that stopped. As for the difficulty starting, well it seems that something plugged up the passageway to the accelerator pump discharge port. I wasn't getting any prime from mashing the pedal....

Does your AC work? System fully charged? If the freon is low, no voltage will be present. If your AC works, then it may be remnants of an old after market speed control unit.
