You can try a replacement sending unit for a 1936-1955 Ford. They will read somewhat accurately in your tank. Look carefully at the sending unit tank side. If it appears that the float arm moves a diaphragm, you have the King-Seeley current balancing sending unit and gauge. It sounds like your coil may be failing. You have just about eliminated all fuel caused failures, so I would try a new coil.

It might be your automatic choke setting is too rich. Try moving it one notch towards lean. If that doesn't fix it, you will have to diagnose it in the driveway. Look for fuel dribbling down the throat of the carb or a bind in the choke mechanism.

The 1949 - 1951 Mercury had front vent windows. I doubt that the mechanism will interchange with the 1949 Cosmopolitan as the bodies and doors were completely different. It looks like you have stated the correct solution to your problem. You should have 2 of the long bolts. Feel around on the end of the starter for the other long bolt.
